The City of Winter Garden is committed to providing safe, clean drinking water that meets or exceeds state and federal requirements. As part of this commitment, and in accordance with the Environmental Protection Agency (EPA), the City of Winter Garden is conducting a thorough inventory to identify the material of every water service line in our system.

What is a service line?

The service line connects the water main to the property. The City of Winter Garden owns the public portion of the service line, and the customer owns the private portion of the service line.

How do I determine my service line material?


The vast majority of service lines in Winter Garden are known to be non-lead. Rule 62-555.322, Florida Administrative Code, requires that as of Jan. 18, 1989, any pipe, pipe fitting, solder, and flux used in the construction of any public water system be lead-free. If your home or building was built before 1990, you may need to investigate further to determine the material of your service line. Note that if your home or building was constructed before 1990, this is not a guarantee that your service line will contain lead. Use the Service Line Inventory tool below to search for the latest information we have on file for your address. Our service line inventory will be continuously updated as we identify the material of more service lines and receive information from property owners. If your property is listed as either containing lead, or is showing an Unknown status, the City recommends you contact a licensed plumber to perform an inspection on the water lines within your property to determine if any lead exists within them. The EPA requires that all public and private water service lines containing lead be replaced within the next ten years. Please note that the City of Winter Garden is unable to assist with the replacement of privately owned water service lines due to the presence of lead. The City is actively researching funding opportunities to assist in the replacement of privately-owned water service lines that contain lead.

Winter Garden schools and daycare facilities


Because young children are more susceptible to the health effects of lead, the City of Winter Garden is taking special care to ensure all schools and daycare facilities, public and private, are thoroughly tested for any lead-containing materials present in their water service lines. Only school and daycare facilities built after January 1st, 2014, are exempt from testing. The City of Winter Garden will work closely with all public and private school and daycare facilities in accordance with Orange County Public Schools (OCPS) to complete testing before the EPA’s deadline of October 2032.
