Creating a New Utility Account
When setting up a new water account residents may choose from the following options:
Credit Check Application
- Download the Residential New Account Credit Check Application which could potentially waive $190.00 off required deposit upon approval.
- Once application is completed email to customerservice@cwgdn.com with required documents.
Deposit Application
- Residents who do not wish to complete a credit check may establish services by paying the required deposit in person at our Utility billing office: 300 W Plant St Winter Garden FL,34787.
- If you are a property management or business the deposit is required.
- Deposits must be paid prior to service activation. We accept cash, checks, and credit cards (processing fees apply to credit card payments).

- Lease Agreement or Proof of Homeownership.

New & Improved Utility Billing Online Portal - Create Your Online Account to Use Handy Features
The City of Winter Garden launched a new and improved Utility Billing online portal (BS&A) on the City of Winter Garden website in February 2025.

- Additional payment options accepted: Credit / Debit card, ApplePay®, GooglePay®.
- User-friendly, modern interface features to manage your utility account.
- Track utility usage (meter reads, billing / payment / usage history). Select the "Advanced Record Search" feature to view.

Important Messages
Important Notice: Utility Rate Changes Effective October 1, 2025
Beginning October 1, 2025, new utility base rates will take effect:
- Residential Water/Irrigation Base Rate: Increasing from $7.99 to $9.59
- Residential Sewer Base Rate: Increasing from $11.43 to $13.72
- Residential Garbage Base Rate: Increasing from $24.32 to $24.87
- Commercial Water/Sewer/Irrigation/Garbage Base Rates: Will also increase
