WINTER GARDEN MUSIC FESTIVAL February 22Get ready for 11 hours of continuous and simultaneous live music at the 2025 Winter Garden Music Festival! Hosted by the City of Winter Garden, this FREE community event features 30+ musical groups performing across six stages throughout historic downtown. A variety of music genres will be featured including contemporary, rock, pop, country, Latin, jazz, blues, reggae, and much more! A few of the many headliners include Foreigners Journey, Spazmatics, Big Ron Betts Trio, Violetric, O-Town Motown, Rumba Brothers, Tom Jackson Band, and so many more! Please note that West Plant Street from Dillard Street to Park Avenue, as well as a portion of adjoining side streets, will be closed for this event as downtown turns into a mega outdoor concert venue. New & Improved ONLINE UTILITY BILLING & BUILDING PERMIT PORTALS Launch on Feb. 3 - Including New Convenient Payment Options!On Monday, February 3, 2025, at 12:00 pm, the City of Winter Garden will launch a new and improved Utility Billing Payment Portal and Building Permit Portal on the City’s website. The new systems are designed to streamline the online utility billing and permitting experiences with faster processing, more flexible payment options, and a modern interface. Once the portals are live, customers who would like to pay their utility bill online and/or request a building permit will have to register for new portal accounts. (Utility billing customers currently enrolled in autopay or ACH payment will not be affected by this change and no action is needed. All utility accounts on autopay/ACH payment will automatically be migrated into the new system.) With the new portals, customers will now have new, convenient payment options for utilities and permits: credit and debit cards, ApplePay®, GooglePay®, bank ACH, as well as cash or check! Please note that the current online utility billing and permitting portals are currently inactive during the transition to the new systems. Only in-person cash or check payment transactions at City Hall are accepted 7:30 am – 11:59 am on Monday, February 3, until the online portals go live at 12:00 pm on February 3.

curbside recycling suspended for residentsRecycling Carts Collection ScheduleThe City of Winter Garden recently decided to suspend its curbside recycling program effective January 1, 2025. This decision was due to escalating costs, contamination, and the inability of the recycling industry to find markets for the recycling material. After extensive research, we learned that most of the recyclables were being treated as trash, and that many of the commodities were being thrown away. Only 1% of the material was actually getting recycled. Last year, the recycling program cost more than $1 million to operate. Starting January 6, City staff began removing residents’ blue recycling carts per a preset schedule that continues through March. Residents with a Monday or Tuesday Recycling Collection Day should have already had their recycling carts removed. Please see below or check the City’s website, for the remaining recycling cart collection schedule. If your cart is not removed within the scheduled timeframe or if you have questions, please call Public Services at 407.656.2256. RECYCLING DAY WILL BE REMOVED Wednesday January 27 - February 14 Thursday February 17- 28 Friday March 3 - 21 WHAT TO EXPECT: - The City will continue to offer twice a week trash collection of one trash cart per pickup.
- Cardboard boxes will be picked up on your yard waste/bulk collection day.
- The City will continue to collect (free-of-charge) and recycle large electronics and appliances (call to schedule) and repurpose yard waste.
- The City will continue to concentrate on community environmental events, such as the free annual document shredding event where the shredded paper is recycled.
- If needed, a second trash container may be requested for an additional disposal fee of $24.32 per month.
While it may appear that environmental efforts are taking a step back, the City is looking for innovative ways to serve our residents, as well as being mindful of the environment. Although the City of Winter Garden has suspended curbside recycling, there are personal recycling alternatives to process household recyclables, such as taking acceptable recyclables to local retailers, Orange County drop-off sites, and private recycling companies such as AMT Recycling, 531 Susan B. Britt Ct., Winter Garden. The City hopes you will join our campaign as we focus on the first two Rs of waste management that will decrease waste in a more environmentally conscious manner: Reduce and Reuse.

Drop Savers Poster Contest for Grades K - 12Deadline February 28 The City of Winter Garden is once again participating in the Water Conservation “Drop Savers” Poster Contest, sponsored by the Florida Section of the American Water Works Association. Students in grades kindergarten - 12th are encouraged to create a poster depicting a water conservation idea in slogan form, drawing form, or both. The contest allows students to promote the importance of water conservation in their daily lives. Winners will receive prizes and recognition at a City Commission meeting in April.

Keep a Healthy Sewer System It’s the month of love, so show a little love to the one you rarely think about unless there is a problem: Your Sewer. Here are ways you can help maintain a long and healthy relationship: - Reduce Food Scraps: Scrape food scraps into the trash instead of down the drain. Use a strainer for your sink.
- Avoid Pouring Grease Down the Drain: Fats, Oils and Grease (FOG) can build up and harden in pipes, yours and the City’s, causing clogs. Instead, pour grease in a can or jar and let it cool and then place it in the trash. Free reusable can lids are available for pickup at City Hall lobby desk to help store accumulated grease before discarding.
- Limit Garbage Disposal Use: Garbage disposals use a lot of water and can create large amounts of organic matter in your sewer or septic tank.
- Use Less Water: Don’t let water run while you are brushing your teeth, shaving, etc.
- Wash Full Loads: Fill up the dishwasher and washing machine before washing.
- Think Before You Flush: If it’s not from your body, don’t flush it down the potty. Yes, you can flush toilet paper.
- Keep Sanitary Wipes Out of the Sewer: These products, even the flushable wipes, can accumulate and cause blockages and overflow.

LOW INCOME SENIORS CAN NOW SAVE UP TO 90% ON UTILITY BILLS Revamped Program for 2025 / Application Deadline: May 1
The City of Winter Garden has revamped its long-standing Utility Bill Assistance for Low Income Seniors Program, lowering the residency and income requirements to increase its reach and provide greater savings (up to 90% discount). Changes to the program include reducing the resident requirement to 12 continuous months, updating the income eligibility threshold to mirror federal poverty income guidelines, and providing a reduction of up to 90% of base charges on City utility bills. To enroll in the program, residents must complete an application and provide required documentation no later than 5:00 pm on May 1, 2025, as well as meet eligibility requirements. Qualified residents will receive the cost savings in their May 2025 through April 2026 utility bills. Only applicants that do NOT qualify will be notified. Residents must apply annually for this program. Program Qualifications:- 65 years of age, or
- 62 years of age and receiving Social Security benefits, and
- CITY resident continuously for the past 12 months, PRIOR to your application date, and
- Utility bill must be in applicant’s name and billed directly to applicant, and
- Gross household income for ENTIRE HOUSEHOLD MUST NOT EXCEED 60% of the Federal Poverty Income Guidelines. View Income Guideline Chart *

Responsibilities include use of equipment to install, care for, and maintain turf, shrubs, trees, ground cover, plant containers, and seasonal plantings. Performs irrigation maintenance as needed. Assists with preparation, set-up and removal of decorations for special events, including holiday events. Performs custodial services at parks and other City owned facilities and buildings. Must have experience with the use of landscape equipment and performing manual labor. Events Supervisor (Full-Time): This position is responsible for the management and ongoing monitoring of all City events and requires five years of progressively responsible experience in event planning, with at least two years in a supervisory capacity. Demonstrated proficiency in Microsoft Office Suite required. The position requires proficiency in developing and executing marketing plans for events and programs in all forms of media. A valid Florida Driver’s License is required with a satisfactory driving record. Must be available to work a flexible schedule including days, evenings, weekends, and holidays. PUBLIC SERVICES: Utilities – Public Utilities Technicians (Full-Time): Experienced or Trainees to perform physically demanding work (have/obtain a Florida CDL Class B) while using light and/or heavy equipment. Locates water mains and valves and installs, relocates, replaces, repairs & maintains gravity sewer lines, force mains, manholes, service connections, water mains, fire hydrants, gate valves, etc. related to water and wastewater systems. Must be available and able to answer emergency or service calls after normal working hours. PUBLIC SAFETY: 911 Dispatchers (Full-Time): Experienced or Trainees to coordinate incoming calls for service with Police resources, assess/prioritize calls, dispatch Officers, maintain/monitor Officer responses, conduct/enter inquiries, relay information, and help with lifesaving instructions. Police Officer Cadet – City Paid Sponsorship : (Full-Time): The City of Winter Garden Police Department is currently seeking qualified candidates for our Police Officer Cadet Sponsorship Program, which includes (1) being paid as a full-time City employee (40 hours weekly) at an hourly rate of $20.57 while attending training, (2) City-paid Police Academy basic recruit training (includes tuition, books, uniforms, and other learning materials), and (3) full-time benefits as a City employee. After successful completion of the Police Academy and passing the State Officer Certification Exam (SOCE), required by the Florida Department of Law Enforcement, the Cadet will become a certified Police Officer for the City of Winter Garden Police Department at an hourly pay rate of $29.30. Winter Garden Police Department: Anonymous Tips Crime Fighting Tool for Residents Residents can submit anonymous, nonemergency tips 24/7 to the Winter Garden Police Department through a new technology crime fighting tool, Winter Garden PD tip411.
Anonymous tips can be submitted via any of the following three options: - Download the free "Winter Garden PD" app from Apple Store or Google Play to your personal device and submit through the app. Residents can also sign up to receive public safety alerts through the app. (QR code provided below to scan and download the app.)
- Submit via text message to the Winter Garden Police Department by texting the keyword WGPD and your tip to 847411.
- Submit online through the Winter Garden Police Department website, wgpd.com, or the City of Winter Garden website, cwgdn.com.
